Lok Sabha Tables Tough Anti Paper Leak Bill Amid Opposition Uproar Today

The Centre introduces the Public Examinations Amendment Bill 2026 in the Lok Sabha to strengthen action against paper leaks, while opposition parties dismiss the move as symbolic and demand deeper education reforms.

The Indian government on Monday introduced a key amendment bill in the Lok Sabha aimed at strengthening legal measures against examination paper leaks and other unfair practices in public recruitment and academic examinations. The proposed legislation, titled the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026, was tabled by Union Minister Jitendra Singh amid persistent protests from opposition members.

Parliament witnessed repeated disruptions from the very beginning of the day's proceedings, with opposition parties demanding accountability from the government over recent examination paper leak controversies and the handling of student demonstrations. The uproar forced both Houses to adjourn until noon before business resumed.

As the Lok Sabha reconvened, the amendment bill was formally introduced despite continued slogan shouting and protests from opposition benches. Soon after the bill was tabled, proceedings were again suspended until later in the afternoon due to the ongoing disruptions.

The government has maintained that the proposed amendments are intended to tighten the legal framework against organised examination fraud, improve the integrity of public examinations, and enhance deterrence through stricter enforcement provisions. Officials say the legislation is part of broader efforts to restore confidence in the country's examination system.

However, the opposition has strongly criticised the move. Congress leaders described the amendment as a symbolic exercise rather than a meaningful reform. Senior Congress MP Gaurav Gogoi argued that the government has failed to address the structural weaknesses in India's education and examination systems, alleging that merely introducing tougher laws would not prevent future paper leak incidents without comprehensive institutional reforms.

The bill is expected to be debated in Parliament in the coming days before further legislative action is taken.
