Canada Initiates Citizenship Revocation for Mumbai Attack Plotter Tahawwur Rana

In a significant move that could reset diplomatic ties, the Canadian government has initiated the process to revoke the citizenship of Tahawwur Hussain Rana, one of the key conspirators behind the 26/11 Mumbai terror attacks. This high-profile development comes just days before Canadian Prime Minister Mark Carney’s scheduled state visit to India on February 26.

According to sources within Immigration, Refugees and Citizenship Canada (IRCC), the decision to strip Rana of his citizenship is based on "Misrepresentation." Investigations revealed that when Rana applied for Canadian citizenship in 2001, he claimed to have resided in Ottawa and Toronto for the preceding four years. However, records now show that during that period, he was primarily based in Chicago managing business interests. Under Canadian law, obtaining citizenship through fraudulent claims or material misrepresentation is grounds for immediate nullification.

Political analysts view this announcement as a strategic olive branch from the Carney administration. Relations between New Delhi and Ottawa, which had cooled significantly in recent years, appear to be on a path toward stabilization.
By taking a hardline stance against a convict involved in India’s deadliest terror attack, Prime Minister Carney is sending a clear signal that Canada will not be a safe haven for individuals linked to terrorism. Rana, who was extradited from the U.S. to India in April 2025, is currently lodged in Tihar Jail. Stripping his Canadian citizenship removes a layer of consular protection and legal hurdles, allowing Indian authorities more freedom in the judicial process.

The 64-year-old Pakistani-born businessman was a close associate of David Coleman Headley. According to the National Investigation Agency (NIA), Rana provided logistical support and forged documents that allowed terrorists to scout targets in Mumbai. His involvement was pivotal in the execution of the attacks that claimed 166 lives. With his citizenship being revoked, Rana loses his status as a Canadian national, effectively closing his last legal door for international intervention and paving the way for a definitive verdict on Indian soil.
